This is a paper I wrote as part of my MA course back in 1986. The CPVE is now merely a blot on the pages of education history, but you may still find it of interest for several reasons.

Firstly, some of it could almost be written now, such as:

Is it realistic — or even fair — to expect schools to develop a radically new system of education when not only was the timetable for its implementation extremely short, but the information on which it’s implementation was to be based was made available in a piecemeal fashion?

Secondly, the plethora of new terms and acronyms is mind-boggling.

Thirdly, the economics concepts that are supposed to be being taught are not economics concepts at all.

Fourthly, the underlying principles of the assessment process leaves rather a lot to be desired.

Fifthly, the assessment is competency-based, and the big problem with that is that a student might be competent in a whole range of areas but still not be able to put it all together.

There are a few pages where the text is repeated back-to-front and upside-down, because of the thinness of the paper it was originally typed on. (I scanned it from a typewritten document to a pdf, so there are a few odd typographical marks too!)
